Joint Investigation Results in Three Arrests

A two week joint investigation between Bay Correctional Institution (Bay CI) at 5400 Bayline Drive, Panama City, and the Bay County Sheriff’s Office (BCSO) resulted in the arrest of a correctional officer and two inmates at the all male prison facility.

Corrections Officer Sonja Ann Powell, DOB 5/1/73, of Bonifay, Florida, was charged with one count of Smuggling Contraband into a Correctional Facility. Officials from Bay CI and BCSO Investigators believe Powell smuggled a cell phone to two inmates– Francis Marshall, DOB 8/29/86, and Frank Gomez, DOB 5/9/83, after she formed a relationship with Marshall.

Marshall and Gomez were using the cell phone to talk with a former guard at the institution and a woman with whom Gomez had established a relationship. The men were also sending nude photos of themselves and receiving them from others over the phone. Marshall and Gomez are members of the gang The Latin Mafia. Marshall now faces a charge of Possession of Contraband in a State Correctional Facility and Gomez two counts of the same charge.

The investigation is ongoing and additional arrests and charges are expected.
